Hi All,
 
I'm keen to move ahead quickly and establish a Transcripts TC. In order to
do this I understand or propose to do the following:

1.	We (Dan) will shortly prepare a brief orientation email that
outlines the best way for current LegalXML members to migrate to the Oasis /
LegalXML platform.
2.	For the the new TC I need to create an Oasis charter. 

*	Firstly I presume I have the agreement of the steering group to go
ahead!
*	To this end could we get a useful copy of a blue print perhaps from
Dee Shurr?
*	I will then merge the TC with the more extensive language in our
original Transcript charter and circulate this for comment and modification
with the existing members of the LegalXML Transcripts list and the SC but
only once 3 and 4 are done.

3.	I then need to setup the TC as a Discussion list - as long as I can
find three members. Actually there are probably three steering group members
that are interested in the Transcript TC who will join this TC which will
help with the catch 22 issues - Dan, Roly and Jim? 
4.	I will be writing an email to the existing Transcripts members and
LegalXML general list inviting participation in the new Transcripts TC.
First issues of business being to agree the TC and establish a co-chair or
co-convener or whatever term is right in Oasis. The email will need to
include a few pointers:

*	An html link to the existing charter,
*	An html link to the draft Transcript DTD,
*	A reminder of the rules for joining OASIS - I'd rather point at a
link the "bloat" the email so is there a place to do this?
*	A copy of the new TC document,
*	A general rally call to arms!

Once we get this far we can look to agree a basic TC charter and formally
establish the group.
 
Does this sound like a reasonable approach? 
 
Please feel free to add to my list as I'm sure there are things I've either
forgotten or missed the requirement. I've deliberately tried to write this
to allow it to be useful to others such as Dan, Dave and John because we all
face roughly the same issues.
