Steve - are you saying you tried to add someone to the mail list for your group and got an error?  If so, then I know the problem - why just need to open a list for you (and port your old one) to the OASIS mail server.  To do that, we need to start a TC (Technical Committee) for you.  To do that, there is a little paperwork, but not too much.  I just called for a Steerign Committee meeting (the name of the Board) for ASAP to sort out any remaining problems with migrating workgroups.  One thing that comes to mind is that TC's under OASIS are customarily focused on creating workproduct.  That does not necessarily mean that a new mail list for "talk only" could not be started, but we'd need to work out some admin details first.  You should be getting an e-mail any time now as a Chair with details on the process for porting TC's over.
