I do not see a need for the change. The goal is participation not narrowing.
All employees of contributors would be able to vote and all individual
members. If there is abuse of this it will be recognized and dealt with at
that time by a change in the ROP. Any political or other bad behavior will
be obvious to the community and be handled as a function of natural
consequences. Either approach that you suggest disenfranchise people by our
action. To let it go as presented lets the free expression of the issues
around the election be aired and answered.
