The URLs are cut off in the OASIS message. To get access, you must complete them with the numbers that moved to the next line. 

For example:

http://www.oasis-open.org/apps/org/workgroup/members-only/download.php/7
515/
--if you select the link, the "515/" part at the end isn't included, so you get the "no access" error message. Type "515/" (without " marks) after the 7 and you're there.
