I attach below the statement of work that Tom Clarke and I
developed for a technical writer(s) for the Member Section.  I append
below it Karl Best’s response.  I would appreciate input from the
Steering Committee on suggested next steps.

Karl – Tom Clarke and I have come up with these suggestions for
requirements, scope of work, and compensation for the technical writers to
support the LegalXML Member Section Technical Committees.

 

Requirements:  The technical writer(s) must have
demonstrated ability to draft technical XML specifications, using technically
precise and appropriate terminology, must be familiar with the GJXDM and the
process for developing sub-schemas from it; must be familiar with web services
architectures, and should have domain knowledge of court, criminal justice, and
other legal processes.  Knowledge of court case management information
systems would also be useful.

 

Scope of work:  For each specification assigned,
the technical writer(s) will prepare:

 

-                    
a brief but complete requirements document;

-                    
an XML Schema which will be a subschema of the GJXDM; and

-                    
a specification incorporating profiles developed by TC committee
members, defining the elements in the subschema, and explaining architectural
assumptions on which the specification is constructed.

 

Compensation:  We suggest that OASIS contract
with a writer(s) on a lump sum basis for each specification to be
developed.  This will require that the technical writer(s) be familiar
with the TC process so as to be able to estimate the amount of work involved in
developing a specification and its Schema.  We anticipate that the
compensation will be sufficient to induce qualified persons to offer their
services but not sufficient to compensate them at professional hourly rates for
all the time they will expend.

 

I believe that the process from this point should be that you review
and revise these proposals and then deal directly with Marty
 Halvorson and Rich Himes to see if you can reach an agreement with either or
both.

John:

 

Apparently you want someone
to do not just technical writing but also 

specification writing and
schema development? I generally wouldn't 

consider the latter to be
part of technical writing, but if you can find 

someone who can do all of
this then that's fine.

 

If the writer is doing this
work what is the TC doing? Will the writer's 

work then be input to the TC
for them to further develop and approve? 

Who will be providing input
to the tech writer for the work that he 

does? Perhaps the TC has
done rough work that just needs to be polished 

and completed?

 

Whether you go with a lump sum
payment or hourly is up to you; there are 

advantages and disadvantages
with each. We can write the contract either 

way.

 

Before we can follow up with
either of the writers to get their bids for 

the work we'll need to have
a much better idea of what the work is.
