The minutes of the LegalXML Member Section Steering
Committee meeting in 
show that we have decided to postpone moving to the new IP policy.  We resolved to take advantage of the full
two year transition period to see if OASIS in the
meantime comes up with the IP alternative that we really want – which is
a true open source policy in which a TC is not allowed to include within a
specification or schema any content to which IP rights are attached or
asserted.  Since we originally
negotiated with OASIS, that is what we have wanted.  We have had to settle for the RF language
in our current ROP.  The RF on
limited terms option in the new IP policy includes a lot more definition of
that option, but does not offer us any additional benefit.  In fact, it would allow an IP holder to
insist on cross licensing requirements that are not
required by the current policy included in our ROP.  



I know that our comments said that the RF on limited terms
policy met our needs.  I know that I
thanked the Board for that option and told them that it meets our needs.  That was only partially true.  We can live with that policy, but it is
not what we really want.  That became
clear to us during our discussions in New Orleans.



You need to know our thinking and our current intentions on
this issue.
