The Electronic Court Filing
Technical Committee requests that the Member Section provide funds for OASIS to
hire MTG Management Consultants LLC to provide
implementation assistance for an open source reference implementation of ECF 3.0.

 

The TC
chairs are attempting to enlist a court or state court system to create an open
source reference implementation of ECF 3.0. 
That implementation would not only disclose needed changes and improvements in
the specification; it would also serve as an authoritative example for other
implementers of the intended use of ECF 3.0 and as a
test site which other implementers could use to ensure the interoperability of
their products.  We already have one expression of interest from a major
trial court.  We will be meeting with the court information technology
leaders in 
on February 22nd to seek other candidates. We would like to be able
to represent to them that the TC is in a position to
provide assistance to them in this effort.  We have received a message
from the interested court that such assistance may be critical to its decision
to proceed.

 

We propose to use MTG as the consultant based on its excellent performance as
the consultant for the final phase of the development of the ECF 3.0 specification.

 

Here are the specifics of our
request:

 

           
1.  A description of the specification for which you wish technical
assistance – ECF 3.0.

2.  The status of the TC’s work to date on that effort – for
instance, that you have completed a statement of requirements, developed an
architecture, etc.  The Steering Committee will want to know your TC’s “readiness” for detailed work on a
specification. – The specification and its message and signature profiles
were pproved as a committee draft on November 15,
2005.  Two additional signature profiles have since been approved as well.

3.  An estimate of the number
of hours of consulting services required to [bring the specification into
existence] support an open source reference implementation of the specification
– We request that OASIS enter into a time and expense contract with MTG for consulting services @ $160 per hour, with a cap of
100 hours or $16,000.  MTG would bill only for
the hours actually used.  To minimize costs, we propose that all services
be provided by telephone or email.  Time and travel expenses for on site
consultation would be the responsibility of the implementer. 
Understanding that the Member Section’s funds are limited, we would be
willing to accept whatever assistance could be made available.  

4.  A rough time line for the TC’s intended development process once a consultant
has been hired – The timeline for the creation of a reference
implementation will be under the control of the implementing court or
state.  We will urge that the implementation proceed quickly.  Having
consulting assistance available will speed the implementation process.

5.  How the TC
will cope with the possibility that the Member Section’s resources will
not sufficient to pay for all of the effort required to complete the
specification – We will inform potential implementers of the guaranteed
amount of assistance available.  Any additional assistance would have to
come from the TC members on a voluntary basis. 
We have received offers from members to provide 2-3 hours per month of
technical and domain advice as volunteers.

6.  How the TC
will oversee the performance of the consultant and approve consultant invoices
for payment by OASIS – Co-chair Tom Clarke will monitor performance and
approve invoices for payment, as he did with previous OASIS consultant
contracts to support our TC.
