Statement of work for writer of OASIS Technical Committee specification
OASIS-LegalXML eContracts Technical Committee

1. Background
The OASIS, LegalXML eContracts Technical Committee (eContracts TC) was
formed in 2002 with the mission to promote "the efficient creation,
maintenance, management, exchange and publication of contract documents 
and contract terms".

The eContracts TC has developed an XML schema to describe the generic
structure of contract documents and components for use in the automated
creation and publishing of contract documents.

The eContracts TC wishes to produce an OASIS specification that will
include:
* the TC's XML schema (RELAX NG, XML Schema and DTD);
* an architecture specification to describe the intended usage, design
principles and customization methodology for the eContracts schema; and
* an eContracts schema language reference.

The eContracts TC wishes to engage an experienced technical writer to 
assist it to complete the specification in accordance with OASIS 
requirements.


2. Required skills
The technical writer must be able to produce a clear and concise
specification that can be read by a technical and semi technical 
audience. A background with some or all these skills is highly desirable:

* experience writing specifications for OASIS or another standards body;
* an understanding of the use of XML for the markup of narrative 
documents, including familiarity with DTDs and schema;
* familiarity with legal contract documentation;
* familiarity with content management processes and publishing systems using
XML.


3. Process
The eContracts TC XML schema is complete, subject to minor corrections 
that may be identified while the specification is written.

The eContracts TC will provide the writer with:
* the eContracts schema;
* a basic language reference prepared by the schema developer;
* a basic architecture reference prepared by the schema developer;
* the eContracts TC requirements specification for the schema;
* other explanatory documentation.

The technical writer will be required to work with the schema developers 
and TC members to:
* define a structure for the TC's specification that conforms to OASIS
requirements;
* incorporate the basic materials provided by the schema developers;
* incorporate relevant content from the eContracts TC requirements
specification;
* identify additional content that must be contributed by TC members;
* prepare an initial draft specification;
* participate in reviews of the draft specification with TC members by 
email and phone;
* prepare & revise two further drafts to complete a final specification 
that will be submitted to the TC for adoption.

All technical components and markup examples will be provided by the 
schema developers and eContracts TC members.

The eContracts specification must be prepared in DocBook XML format to 
meet OASIS requirements.


4. Deliverables
The deliverable will be the final draft eContracts TC specification with:
* the TC's eContracts XML schema (RELAX NG, XML Schema and DTD);
* an architecture specification to describe the intended usage, design
principles and customization methodology for the eContracts schema; and
* an eContracts schema language reference.

This final draft will be submitted for formal approval by TC members.


5. Timing
It is expected that work on the specification will commence in early 
August 2006 and should be completed by the end of September 2006.


6. Expressions of interest
The TC expects the overall job to cost no more than $8,500.00 USD, and 
will evaluate proposals based on price, quality and timeliness.

Technical writers interested in undertaking the work are invited to 
submit an expression of interest by July 14, 2006 with the following 
information:
* resume
* fee rates;
* estimated cost of work
* availability to meet the projected completion date.

Copies of the documents listed in section 3 will be supplied upon 
request to the contact person listed below.
