We discussed this at our face to face in Las Vegas and concluded from
your opinion, which we understand is non-binding and and not
authoritative, the following:

The scope of the Charter, which may be implied if not expressly labelled
as such, acts as an outer perimeter to protect the IPR holder member,
such that if a Committee spec or recommendation necessarily implicates
a patent's essential claims, the otherwise applicable IPR royalty
obligation does not apply if the spec has exceeded the scope of the
Charter.

Did we understand what you were stating properly?
