Your email subject line appears to ask the question: "MS killed if no TC?".
The answer is No. A MS can exist without a TC. We did not specify a time
period during which a MS could exist without a TC, but the MS members and MS
Steering Committee are restricted in the types of activities they can conduct
without acting within a TC. The expectation (IMHO) is that the Steering
Committee and MS Members could carry on dialog and discussions about strategic
direction and various topics of interest to them, and when they have
sufficient clarity on tasks/projects, they would then form an appropriate
committee (TC) through which to carry out those project, which would become
affiliated with their member section.
Thank you for expressing your views. I do not find any specific request to
modify the MS Policy. If I have missed something that you see needs to be
changed, please let us know ASAP.
