RE: integrating ETSI and OASIS legal documents

Tony,  Thanks for reaching out.  It is exciting to see open standards work being successfully adopted and implemented, regardless of whether it was developed in or out of OASIS.  I agree that now seems to be a good time for the LI group to take it to the next level and seek approval by OASIS.  I think we need to consider possible overlap/synergies between LI and several OASIS TCs, not just ECF. ECF defines the metadata for transmitting a filing to the court and other parties in a case (service) and importing it into court case and document management systems. ECF does not provide information models for all court-filings and it does not currently support primary service of process.  While some court forms and structured documents can be automated through ECF, most will require another specification.  And, if I understand your summary correctly, RDHI will often be directed from the court to organizations not already parties to the case (which is out of scope for ECF).  LegalDocumentML is another LegalXML TC more focused on information models for legal documents (based on Akoma Ntoso).  While LegalDocML is still developing the first version of their specification and their current focus is primarily legislative documents, in principle the resulting specification should be appropriate for many judicial documents (like a legal intercept order).

I am CCing the LegalXML Steering Committee since that group has responsibility for coordinating the work of the LegalXML TCs.  Assuming there is a critical mass of willing participants, I think an argument could be made for restarting the OASIS LegalIntercept TC now and coordinating the work of LegalIntercept with LegalDocument over time.
