New ECF TC representative to the LegalXML Steering Committee

At the meeting last week, the ECF TC elected Eric Eastman as the LegalXML Steering Committee representative to replace me on this committee.  I believe this also leaves the Steering Committee currently without a chair until  there is an election at the
next meeting of the LegalXML Steering Committee on Nov 1.
To smooth the transition, here are the immediate next steps:
LegalXML TCs should be preparing and submitting their budget requests to the Steering Committee now
OASIS needs to run an election of at large representatives to the Steering Committee in October
Prior to the Nov 1 meeting, someone on the Steering Committee will need to  provide an agenda and meeting link.
The newly constituted LegalXML Steering Committee will meet Nov 1 at 11am ET to elect a new chair and draft a budget for 2024.
