Request submission for GitHub TC Repository

Dear members,
given the approved minutes I went ahead and requested the
TC repository on GitHub for collaboration / TC work.
The OASIS administration tracks the creation per a
JIRA ticket at  https://issues.oasis-open.org/browse/TCADMIN-4445
You can find the content in the ticket description.
(The form submission create a DoppelgÃnger TCADMIN-4446,
but I suggested in there to use the first issue to support / track the creation).
I cooked up a description and purpose for the README.md file
from our charter and in analogy to other TC repositories to get going.
I think the texts  work  and if not, we can always ask for minor adjustments later as we go.
PS: I added myself as initial maintainer but it is common practice to have
also every officer be able to maintain - we can reuest that en passant.
PPS: Having more members of the TC be maintainers has the benefit
that we then can assign to those pull request reviews, issues etc.
to ease collaboration.
