Name 'mqtt' now registered with IANA in WebSocket Subprotocol Name Registry

Per discussions with MQTT TC officers and TC ballots, I have registered 'mqtt' in the IANA WebSocket Protocol Registries ( WebSocket Subprotocol Name Registry:

Subprotocol Identifier: mqtt

Subprotocol Common Name: mqtt

Subprotocol Definition: [MQTT v3]

If the name (Subprotocol Identifier 'mqtt') needs to be revisioned and/or the specification URI updated, we can probably do that, but we decided to use the live MQTT v3 URI reference for the Subprotocol Definition instead of an AWOL (perhaps-later) MQTT v4 ( ... v4.0/mqtt-v4.0.html )  [1]
