Apologies for the text of the ballot

MQTT members, 

Guilty as charged! I edited a previous ballot for the Special Majority Vote to approve MQTT COS02 and in my rush didn't proof read. Please accept my apologies for the confusion. 

Now that the ballot is open, I cannot change the text itself but I will add an addendum noting that the title is in error and that the ballot applies to MQTT. 

Again, apologies for the error and any confusion I have caused.
