Doc link for MQTT TC Call this week

Hi all, 

As agreed at our last TC meeting, this week we'll focus on Shawn McAllister's first draft for a "Request/Reply Message Exchange Patterns" committee note.

Shawn has developed this as a way to promote idea sharing, input and collaboration within the TC around message exchange patterns (originally Jira MQTT-197).
