Suggestions for easier-to-review working drafts
A few methods of work for the group to consider:

    (1) Always use continuous line numbers for review documents. Alas,
Word pagination (and line numbering) depends on the printer YOU have
    configured, hence the next suggestion

    (2) Always provide a PDF without changes shown - this gives a
consistent set of line numbers for detailed comments

    (3) A PDF or Word doc with changes shown from the previous WD is
    very useful.

    (4) Keep the documents together, preferably in the "Working Drafts"
or "Committee Notes" folder depending on whether it's a committee
    note or a draft specification.

    (5) Consider keeping editable and PDF forms together by first
uploading the Word Doc and then uploading the PDF as a "revision"
("Add a revision" menu above the Folders list in the document
archive). You'll see the latest in the listing, and not multiple
    listings for each working draft.

    (6) Keep the Working Draft number in the title. The OASIS artifact
naming guidelines call for ...-wdNN- in the title. Lets you see the
    history and what's current.

    (7) For Jira make sure that the current WD under review is a
"Version" and delivered. The next WD number is there as undelivered.
    The ReqRespMEP has no versions.

These methods have accelerated work in a number of other OASIS TCs.

P.S. MQTT 3.1.1 is shown as unreleased in Jira.
