Re: [mqtt] Reminder: please review Message Metadata and Request Response MEP docs

I had been expecting that Andy's metadata
proposal be in response to issue 256, which happens to be at number 3 on
the top 23 issues list.   Andy was thinking that it might be another
issue, say 277, specifically for this metadata proposal.

In any case, as this proposal allows
the definition of the payload format as well as addition of metadata, it
affects or enables other issues, at least:

        -
197: request/reply (allows the addition of reply-to, correlation id fields)
        -
249: message expiry: (allows the addition of a time to live field)
        -
269: topic registration
