I do not think we can drop any of the names in the MQTTv3.1.1 spec even if they never attended a MQTT TC meeting.  We can make that the standard for MQTTv5.0, but anybody who is acknowledged as a contributor to MQTTv3.1.1 is a contributor to MQTTv5.0.
