 The answer to your first question is yes as per the charter.  Please
note that the charter clearly states: "... contributions will be
accepted for consideration without any prejudice or restrictions and
evaluated based on technical merit insofar as they conform to this
charter."

As to the IPR mode, our employers facilitate our participation in
standards committees if RAND is chosen.

Do you consider to utilize - when available - the relationship of XML
Schemas and XML instances to CCTS core data types when producing /
describing mappings?

Can you please elaborate on why the RAND IPR mode has been chosen?
