NIST Comment 1.
Clarification on purpose and scope of the proposed OASIS Biometrics TC.

Comment
Scope  is too broad and practically includes any biometric
standardization, specifically the last bullet says:

* Other standards, guidelines, recommendations, and deliverables as
initiated and approved by the Committee (dates of deliverable according to
their introduction and coordination within the TC)

To ensure "avoiding pointless duplication" (as stated in Clause (2)(a)
Similar or Applicable Work), suggest explicitly declare the scope of
Biometric SDOs listed under [9] ** Biometric Standardization Venues ** out
of scope of OASIS Biometrics TC.

Suggested changes:
1) Revise the 4th bullet item to
 * Other Web Services related standards, guidelines,
recommendations, and deliverables as initiated and approved by the
Committee (dates of deliverable according to their introduction and
coordination within the TC).

2)Add to the end (1)(c) Scope of Work
Out of Scope is projects within the scope of Biometric SDOs listed under
[9] ** Biometric Standardization Venues **,
particularly JTC 1 SC 37 WG3 and JTC 1 SC 37 WG 5.
