OAXAL conformance

What standards must an OAXAL conformant authoring/localization
implementation use?

The conformance clause says that "key" components should be used, but
it is not specific enough.

For example, would a process that supports localization of DITA
projects using SRX, TMX and XLIFF be considered OAXAL conformant?
