Is DocZone the "reference implementation" of OAXAL?

At http://www.doczone.com/features.htm you can read this:

    DocZone is the reference implementation for the proposed OASIS
    standards of OAXAL (Open Architecture XML Authoring and
    Localization) and DITA EDEN.

Is this true?
