Suggested field values for new Jira tracking items

I pasted this in the chat earlier today at the meeting.

    

    These are my suggestions:

    

    Component - select the right one

    affected version - select (may show as unreleased)

    Fix version - unknown

    Assignee - use automatic unless obvious

    Reporter - (automatically filled in)

    Environment - Name of person making comment (could be from e.g.
    -comment list)

    Description- required

    

    Insert line numbers (from the normative PDF) in the summary, at the
    end of the line, and in the descriptions. "ALL" is useful.
