For the 1.1 spec, this is a duplicate of OBIX-31.  So I'll work the 1.1 core spec there.

Noted that reporter here suggests sequential numbering.  In OBIX-31, the suggestion is (per other recent specs) <chapter>-<number> for both Figures and Tables.  Plan is to go with the latter approach for consistency.
