This is Working Draft 16 of the OBIX v1.1 Core Specification.  I have addressed all relevant JIRA issues now.  Please have a look, and comment if you feel anything still needs work.

        Description

        Working Draft 16.  Added Table of Tables, Table of Figures, and made a few

additional changes resulting from TC discussion 2013-10-10.

At this point I believe all JIRA issues have been resolved to the degree

that I think they need to be addressed, pending a new Figure 4-1 from Bill

(potentially with section references).
