The Lobby is introduced too late and is too small. It is broken into sections (9.3, 9.4) when a hierarchy is perhaps better (see Reorg of section 4).

The Lobby grows in importance with 1.1 as it now concerns itself with several new objects:

- Negotiation of Bindings & Encodings
- Semantic references, i.e., tag definition for the new metatags, i.e., Haystack, COBie Lite, etc.

Suggest a section 5, that is all lobby, and defines these constructs all at once. This will make the numerous references to the lobby throughout the spec make more sense, as some 20 of them occur before the Lobby is ever defined.
