        Hi everyone-

Here is WD22 of the core spec.  I've addressed all the JIRA Issues and TC comments I'm aware of, except for:

OBIX-57 Figure 4-1: waiting on an updated Figure.

OBIX-70 str min/max: waiting on feedback; I like it as is.

OBIX-71 status unackedAlarm issue: waiting on feedback; I like it as is.

So, in the absence of feedback, I propose this version for TC vote.
