"In the conformance clause : 
Negotiation mechanisms referred to in 17.1.3 (encodings) are vague. Nowhere in thespecification is Negotiation clearly defined (HTTP header?). 
Insteaad of: ""...according to the mechanism defined for the specific binding used."" there should be a precise reference where these mechanisms are defined."
