"Section 1.6 points out what is non-normative in the draft but omits reference to the embedded schema fragments. 

Since external artifacts such as schemas control over prose specifications, shouldn't the schema fragments embedded in the prose be said to be non-normative? 

That is while included as an aid for the reader, the actual authority on the XML schema is the schema itself.
