Note that name does appear.

 

Perhaps we need to more carefully
distinguish more carefully in the document between NMTOKENS containing
or not containing :, but that is a different issue.

 

For reference, the version
of the Schema that we sent out for Public Review last December can be found

The TC has not yet formally
voted on or asked for a formal namespace and namespace versioning policy.
Such a policy supports names such as

That set is compatible with the one I generated from. It was merely renamed
