Specification templates

The TC admin is in the process of providing us the specification template for the various OData specifications. I expect that the templates for all of the specifications will be available by tomorrow (Aug 3). As we discussed earlier, the  specification template for each of the OData specifications is a starting point.

Going forward, the editors (for each of the specifications) are responsible for evolving their respective specifications, incorporating TC approved resolutions to the various issues and any non-material changes (such as to the front page  matter) requested by the TC admin. The specification templates currently only mention the primary or lead editor. As the co-editors come up to speed and start contributing to the editing work, their names will be added to the specification front page by the  primary editor for each of the specifications.
