I'm okay with omitting prefix and single quotes for Guid, Date, TimeOfDay, and DateTimeOffset. It's a little more work to figure out the types, but they are unambiguous and the urls are nicer.

However, I wouldn't make them optional; if we want to support omitting them I'd remove them all together. No point in requiring the service to support with or without the prefix/quotes.  Services, of course, would be free to support the old syntax as a compatible extension, but I wouldn't put it in the spec/grammar.
