No; the reference to updating a key property is wrong. The intention was to say that, changing an updatable principle property results in the dependent property being updated; *not* that you can change a key. The intent has always been that key properties are non-updatable.

Propose: change text:
"Updating a key property that is tied to a dependent entity through a referential constraint on the dependent entity updates the dependent property."
to:
"Updating a principle property that is tied to a dependent entity through a referential constraint on the dependent entity updates the dependent property."
