    Description: 
Section 4.5.4 restricts the odata.count annotation to collections of entities or entity references.

Part 2: URL Conventions allows the system query option $count for arbitrary collections.
       Proposal: Remove the restriction to collections of entities and entity references as it contradicts the Core specification.  (was: Remove the restriction to collections of entities and entity references; we allow server-driven paging and use of the $count system query option for all collections. See also section 7.3 that explicitly contains an example for a collection of string values.)
