results of table:is-subtable discusion on main TC conference call

Hiro and I attended the main TC's weekly
call today.  It was agreed that table:is-subtable should not be used
for spanning.  The main TC has action items to find use cases for
table:is-subtable for other purposes.  Our team can review any potential
a11y problems if any use cases are defined.
