On the namespace, are we suggesting
that table:formula becomes of:formula?  I hope not.  We're specifically
talking about a namespace prefix in the attribute value, i.e., the formula
string, right?

We probably also want to change 8.1.3
to say, "Every formula must begin with a namespace prefix..."
rather than the current "should".
