TEXT has two parameters

6.18.22 TEXT is defined with one parameter and has a

| TODO: Excel 2003' “TEXT” function is different from other spreadsheets
| and previous versions of Excel.  It has a REQUIRED format parameter as
| the second parameter.  VALUE has better portability.

Well, actually Kspread is the only application that implements TEXT with
only one parameter; Gnumeric, OOo and Excel (AFAIK already since Biff2)
require two parameters. I'll adapt that spec to reality..
