Moving CONCATENATE to Small Group

Hi,

The definition of CONCATENATE has

| Rationale: Not in the Small group because OOo2 doesn't support
| CONCATENATE as a separate function (though it does have “&”).

I don't know who said so, but of course OOo does support it, so I'll
move CONCATENATE to the Small Group and remove the rationale.

Comments about moving CONCATENATE to the Small Group?
