Proposal: Move sheet-local named expressions to "Medium" (or even"Large")

The "small" group is supposed to only include a relatively minimal set of
functionality.  Yet even "Small" includes sheet-local named expressions.

I propose moving sheet-local named expressions to Medium or Large
instead.  Most users don't even know that sheet-local named expressions
exist, and at least some apps don't support them.  Clearly, you can
get by without them.
