I don't know what PERMUTATIONA is supposed to calculate. But the formula
does _not_ match what OOo calculates: give permutationa(5.2,3) a try.
(Gnumeric does not have that function). Moreover if repetition is
allowed then it really doesn't make any sense to have the constraint
chosen <= total.
