[office-formula] 6.9.16 TIME

The text in Section 6.9.16 does not indicate how to interpret negative values for Hours, Minutes and Seconds.  There are a number of test cases that show the use of negative value for parameters, but this doesn't carry through to the text.

Also, the result of one of the test cases appears to be incorrect.  The last test case (=TIME(11;-125;-144)*60*60*24) indicates that a value of -31956 should be returned.  I believe the value should be +31956.
