All: I've clarified the specification so that it's clear that BASE() and 
DECIMAL(), when they refer to "A-Z", they mean Unicode (ISO/IEC 10646) 
"A" and "Z", in the manner already posted/discussed on the list.  I 
_think_ that resolves the matter, let me know if it does not.
