[office-formula] OFFICE-2162

I've gone through the multitude of issues in this bug and have now resolved it after doing the following. 

1. Verified that each issue has already been corrected in the most recent draft 
2. If not 1, Verified that another Jira bug is already tracking this same issue 
3. If not 1 or 2, created a new jira bug for the issue
