comment on "shall be considered" for data types

Greetings,

This isn't worth individual JIRA issues but do note that I am 
systematically replacing the phrase "shall be considered," for example:

A constant number, as defined by this syntax, *shall be considered* to 
be type Number.

We are defining our terms so we say:

A constant number is of type Number.

Conformance clauses take care of the rest.
