I can confirm the text omission for the first issue. 

Suggest: "The style:background-transparency attribute specifies the transparency of a background color."

Thoughts on what to do about allowing transparency where fo:background-color is allowed?

Agreeing that with no background object that transparency would be meaningless but that would not be the first time I have seen a meaningless option. ;-)
