TC Support Request Submission Checklist

A new piece of documentation from Chet to bring to your attention, especially
if you are involved with editing.

From here https://www.oasis-open.org/resources/tcadmin
check the link called "TC Support Request Submission Checklist".
This is the checklist that the TC Admins use to review specifications
before advancing them to public reviews.  By having these steps documented
it will allow us to pre-review prior to voting and thus avoid delays due
to "do overs".
