Section 9.1.12 provides the following single sentence:

"The <table:table-columns> element contains groups of <table:table-column> 9.1.6 elements that do not repeat when a table spans more than one page.

Since this is the default behavior for any <table:table-column> element that is not a child of a <table:table-header-columns> element, the description is not meaningful.  (See also OFFICE-3838.)
