That's also my conclusion from reading the TC Process rules.

Louis re-established Eligibility, so his membership wasn't terminated,
thus he keeps the Voting Member status.

I see that Louis has rejoined as an individual.  I would think that gives him continuity as a voting member, don't you?

I'm going to include him as a Voting Member for quorum purposes.  It will only get sticky if we fall short of a quorum and having him be an absent Voting Member makes that so.  (With him, we have 10 and a quorum requires six.  Without him we have 9 and a quorum requires 5.)
