The importance to users of documents looking the same

(at the risk of bludgeoning the point into the ground)

Although actually defining what "layout perfect" means, users
certainly want it. A couple more examples:

It doesn't matter if users shouldn't use word processors as desktop
publishing - they do, and when it doesn't work they consider it an
interoperability failure.

Telling them they're wrong to want this, that it's a hard problem to
define and so on won't stop them (quite reasonably) wanting this.

Tell you what - if ODF can offer layout fidelity, that'll be a killer feature!
